In an elevating apparatus for a mobility vehicle and a building having the same, a vehicle washing function is provided in an elevator so that the mobility vehicle is washed for a time period for which the mobility vehicle is moved by the elevator and the time and costs required to wash the mobility vehicle are reduced, a foothold function is provided to a passenger who gets in or out of the mobility vehicle so that convenience related to a situation in which the passenger gets in or out of the mobility vehicle is ensured, a clean state in the elevator is maintained, a sense of luxury is provided to the passenger, who utilizes the elevator, by implementing various lighting functions in the elevator, and a boarding or alighting direction for the passenger or an exiting or entering direction for the mobility vehicle is guided by lighting.
