In one embodiment, the device has a resilient blocking member to block movement of the tow ball from the second portion to the first portion by extending across the slot between the first portion and the second portion and biasing the tow ball towards the second portion. In another embodiment, the device has a coupling member for releasably coupling the cable to the element and the first portion of the slot is adapted to receive the coupling member.",
