A cell supervising circuit (30) includes: a measurement circuit (31) which measures a state of charge of a secondary battery cell (21); a transformer (38) which is provided for the measurement circuit (31) to contactlessly receive power supply from a power source different from the secondary battery cell (21); and a communication circuit (37) which transmits, via the transformer (38) to a BMU (10) which manages a status of a battery pack (20), the state of charge measured by the measurement circuit (31).
