A cooperating vehicle () is a transporting vehicle which includes sensors for road measurement. An in-vehicle apparatus () mounted on the cooperating vehicle acquires measured data obtained by the cooperating vehicle, generates point cloud data on the basis of the measured data, and transmits the point cloud data to a map server apparatus (). The map server apparatus receives the point cloud data from the in-vehicle apparatus, and generates map data on the basis of the point cloud data.
