Provided are a tire excellent in performance on ice, steering stability, fuel consumption efficiency, and fracture resistance, and a vulcanized rubber and a rubber composition from which the tire can be obtained. The rubber composition of the present invention comprises a rubber component comprising a natural rubber, a polybutadiene rubber, and a styrene-butadiene copolymer rubber, and more than 60 parts by mass of a filler relative to 100 parts by mass of the rubber component. The mass n of the natural rubber in the rubber component is 40% by mass or more, the mass n, the mass b of the polybutadiene rubber, and the mass s of the styrene-butadiene copolymer rubber satisfy the relation: s ≤ b ≤ n, provided that when n = b, s < b, and as vulcanized rubber properties, the elastic modulus at -20°C is from 3.5 to 7.8 MPa, and tan8 at -20°C is from 0.250 to 0.350.
