An assembly is provided for an aircraft propulsion system (20). This assembly includes an open propulsor rotor (34) and a nose cone (38). The open propulsor rotor (34) is configured to rotate about an axis (24). The nose cone (38) is upstream of and is configured to rotate with the open propulsor rotor (34). The nose cone (38) extends axially along the axis (24) from a forward tip end (108) of the nose cone (38) to an aft base end (110) of the nose cone (38) that is adjacent the open propulsor rotor (34). The nose cone (38) includes an air scoop (140) arranged at an intermediate location (130) between the forward tip end (108) of the nose cone (38) and the aft base end (110) of the nose cone (38). The air scoop (140) is configured to direct air from an environment (22) external to the aircraft propulsion system (20) into an interior of the nose cone (38).
