A vehicle management device according to the present invention is a vehicle management device configured to manage a vehicle to be in a travel state where a plurality of vehicles form a group of platoons while traveling based on position information received from another vehicle different from the vehicle. A determination unit is configured to determine, whether connection between the platoons is permitted based on the travel state of the vehicle. A decision unit is configured to decide a connection mode between the platoons based on a determination result obtained by the determination unit. An instruction unit is configured to instruct the connection between the platoons by transmitting information on the connection mode decided by the decision unit to a leading vehicle of each platoon. A connection control unit is configured to control the connection between the platoons through communication with the leading vehicle instructed by the instruction unit.
