A shaft and sleeve assembly of a gas turbine engine (20) includes an outer shaft (50) extending about an engine central longitudinal axis and having a radially inner shaft surface (116). The radially inner shaft surface (116) has a shaft groove (132) defined therein. A sleeve (110) is located radially inboard of the radially inner shaft surface (116). The sleeve (110) includes a sleeve groove (130) defined in a radially outer sleeve surface (112). The sleeve groove (130) is formed at an axial location between a first axial end (124) and a second axial end (126) of the sleeve (110). A retaining element (128; 140; 144) is installed in the shaft groove (132) and the sleeve groove (130) to retain the sleeve (110) relative to the outer shaft (50). The sleeve (110) includes one or more sleeve openings (136) formed therein, and the sleeve groove (130) is aligned with the one or more sleeve openings (136).
