A rail-vehicle ventilation system that reduces discomfort, felt by passengers, resulting from sudden changes of the vehicle-internal pressure when the vehicle-external pressure changes suddenly, without stopping ventilation for a long time, shuts off an air-supply valve and an exhaust valve in a case where a variation in the vehicle-external pressure is equal to or larger than a tolerance, and opens the air-supply valve and the exhaust valve in a case where the pressure difference between the outside of the vehicle and the inside of the vehicle is within a tolerance range. Thereby, the rail-vehicle ventilation system suppresses propagation of a sudden pressure change outside the vehicle to the inside of the vehicle without stopping ventilation for a long time.
