"textContent": "Provided are a vinylidene fluoride-based polymer composition that achieves excellent handleability because foaming is less likely to occur during use and that contains no fluorinated surfactant, and a method of producing a vinylidene fluoride-based polymer that can provide a vinylidene fluoride-based polymer in high yield without using a fluorinated surfactant while excellent polymerization stability is maintained. The vinylidene fluoride-based polymer composition of an embodiment of the present invention contains a vinylidene fluoride-based polymer and a particular surfactant, but contains no fluorinated surfactant, and a content of the surfactant is 10 ppm or greater but less than 100 ppm in terms of mass relative to a solid content of the composition, and an HLB value is 10 or greater. The method of producing a vinylidene fluoride-based polymer of an embodiment of the present invention includes emulsion polymerization of a particular monomer in a water-based medium in the presence of a particular emulsifier and initiator without using a fluorinated surfactant, and a used amount of the emulsifier is 8.5 ppm or greater and less than 100 ppm in terms of mass relative to an amount of the monomer.",
