Provided is a tire having a belt layer capable of improving fuel efficiency while maintaining good noise performance, ride comfort performance, and durability performance.A tire (1) includes a belt layer (7) in a tread portion (2). The belt layer (7) includes at least one belt ply (7A, 7B). The belt ply (7A, 7B) includes belt cords (9) made of steel single wires (9A) having a flat cross-sectional shape and a topping rubber (10) covering the belt cords (9). The topping rubber (10) has a complex elastic modulus ES∗ at 70 degrees Celsius in the range of from 8.0 to 20.0 MPa and a loss tangent tanδ at 70 degrees Celsius in the range of from 0.04 to 0.16. A ratio (tanδ/ES∗) between the loss tangent tanδ and the complex elastic modulus ES∗ (MPa) of the topping rubber (10) is in the range of from 0.002 to 0.017.
