A brake control device (1) according to one embodiment of the present invention includes: a tube seat (10) having an input port (5) for receiving compressed air from a supply air tank (2); and regulating valves (30-35) for regulating the flow rate or pressure of the compressed air received through the input port (5) to output working air for operating the brake cylinder (3). The tube seat (10) is formed of a plurality of plate-shaped members (11-17, 20) that are laminated and metal-joined to each other. The channels (A-W) connecting between the input port (5) and the regulating valves (30-35) are formed by the plurality of plate-shaped members (11-17, 20).
