A wiper arm is operated in a locked back state to prevent a wiper blade from falling down together with the wiper arm and coming into contact with a windshield to damage the glass. An arm falling position X for stopping wiper arms 5 and 6 for a predetermined time is set above a lower reversal position L. When the wiper arms 5 and 6 stopped on the side of an upper reversal position U with respect to the arm falling position X, such as a service position SP, are moved to a storage position ST set below the lower reversal position L, or when a wiping operation is to be performed again, the wiper arms 5 and 6 are temporarily stopped for the predetermined time at the arm falling position X. Then, after the predetermined time elapses, the wiper arms 5 and 6 are moved to the storage position ST in the case of a storage operation, and moved to the upper reversal position U in the case of restarting, and then the normal wiping operation is performed.
