The belt layer is formed by coating a reinforcing element, which contains plural metal filaments that are aligned in a single row without being twisted together, with an elastomer, and a base tread of the tread portion contains a rubber composition having a ratio 0°C tanδ/30°C tan8 of 2.90 or higher between 0°C tanδ, which is a value of tanδ at 0°C, and 30°C tanδ, which is a value of tanδ at 30°C.
