A navigation system (100) includes: a control circuit (512) configured to: generate a video clip (420) by parsing an interval of a sensor data stream (111) for a region of travel (301); analyze the video clip (420) submitted to a deep learning model (418), already trained, including identifying a traffic flow estimate (406); access a position coordinate (424) for calculating a distance to intersection (408); generate a traffic flow state (109) by fusing a corrected speed (404), the traffic flow estimate (406), and the distance to intersection (408); merge a vehicle maneuvering instruction (554) into the traffic flow state (109) for maneuvering through the region of travel (301); and a communication circuit (516), coupled to the control circuit (512), configured to: communicate the traffic flow state (109) for displaying on a device (102).
