A brake control device (20) applies a brake to a railway vehicle provided with a wheel (2) by pressing a brake shoe (14) against a tread surface (2A) of the wheel (2) of the railway vehicle. The brake control device (20) includes a drive information acquiring unit (22) that detects whether it is in a brake application state in which the brake shoe (14) is pressed against the tread surface (2A) of the wheel (2), a command acquiring unit (24) that acquires a brake release command for releasing the pressing against the tread surface (2A) of the wheel (2) by the brake shoe (14); and a determination unit (25) that determines whether the brake application state is maintained by using a detection result provided by the drive information detection unit (22) after the command acquiring unit (24) has acquired the brake release command.
