A cooling device (100) comprising: a converter cooling circuit (1), in which a converter radiator (11) is arranged; a fuel cell cooling circuit (2), in which a fuel cell radiator (21) is arranged; an air-cooling assembly (3) for heat dissipation and cooling of the converter radiator (11) and the fuel cell radiator (21), wherein the converter cooling circuit (1) is able to perform heat dissipation for a converter (200), and the fuel cell cooling circuit (2) is able to perform heat dissipation for a fuel cell (300). The cooling device has the advantages of high heat exchange efficiency, low weight, reduced noise, and accurate control of energy consumption.
