The present disclosure relates to a vehicle thermal management system and a vehicle. The vehicle thermal management system comprises a first coolant loop, a second coolant loop, a first flow path and a second flow path, a first water pump, a motor and a radiator are provided in the first coolant loop, a second water pump, a battery and a first heat exchanger are provided in the second coolant loop, the first heat exchanger is further located in a refrigerant flow path of an air conditioning system of the vehicle, one end of the first flow path is connected to a coolant outlet of the motor and the other end is connected to a coolant inlet of the first heat exchanger, one end of the second flow path is connected to a coolant outlet of the first heat exchanger and the other end is connected to a coolant inlet of the first water pump, whereby the vehicle thermal management system has a motor-waste-heat-recovery mode, to provide heat to a refrigerant in the refrigerant flow path in the motor-waste-heat-recovery mode, and in the motor-waste-heat-recovery mode, the flow path of the coolant is: the first water pump → the motor → the first switching valve → the first heat exchanger → the second switching valve → the first water pump.
