An improved modularization of an airbag cushion covered with a cover member and a method for manufacturing the same are disclosed. A first press is performed on the first portion 41 of the cover member 40 in a state where the folded airbag cushion 30 is not covered with the cover member 40. The first portion 41 has at least a portion that includes a position corresponding to an inflator 20 within the folded airbag cushion 30. Next, the folded airbag cushion 30 is covered with the cover member 40, and in the covered state, a second press is applied to at least a part of the second portion 42 of the cover member 40 excluding the first portion 41.
