The drying device 14 includes executors for executing: an introduction step S31 for introducing an electrode catalyst precursor into a container main body 202; a drying processing step S32 for drying the electrode catalyst precursor by heating and depressurizing the container main body 202, and stirring and mixing the electrode catalyst precursor with a stirring blade 204; a cooling step S33 for cooling the electrode catalyst precursor by cooling and depressurizing the container main body 202, and stirring and mixing the electrode catalyst precursor with the stirring blade; a slow oxidation step S34 for performing a slow oxidation treatment on the electrode catalyst precursor by supplying air to the container main body 202; and a retrieving step S35 for retrieving the electrode catalyst precursor inside the container main body 202.",
