A method (100) of operation of a navigation system (100) comprising: receiving multiple frames (714), including a first frame (502) and a second frame (602), of images (716); detecting a traffic sign (416) from the images (716) between the first frame (502) and the second frame (602) based on a sign recognition model (720); extracting a first image (504) from the first frame (502) and a second image (604) from the second frame (602); matching the traffic sign (416) is the same in the first image (504) and the second image (604) based on a similarity model (722); generating a sign location (418) of the traffic sign (416) with an inertial measurement unit reading (728) based on the first image (504) and the second image (604); and generating a global coordinate (732) for the sign location (418) for displaying on a navigation map (402).
