The cathode catalyst layer 31 includes catalyst supporting carbon 51 and an ionomer 52. The catalyst supporting carbon 51 includes a carbon particle 511 and a catalyst particle 512 supported on the carbon particle 511. The cathode catalyst layer 31 includes a water-repellent carbon particle 53 with a fluorine group. As a result, the performance of outputting water from the cathode catalyst layer 31 is improved.",
