The processor is configured to determine whether or not a communication interface is malfunctioning, the communication interface being configured to perform communication for confirming that a device, which holds a digital key for activation, is inside a vehicle cabin, and in a case in which it is determined that the communication interface is malfunctioning, perform processing that enables activation based on a result of authentication of the device.
