The catalyst for a fuel cell of the present invention comprises: a support; and PtCo alloy particles supported on the support, wherein the PtCo alloy particles comprise a transition metal-doped or transition metal-partially alloyed surface that is modified with at least one transition metal selected from the group consisting of V, Cr, Mn, Fe, Ni, Cu, W, and Mo, or a transition metal-doped or transition metal-partially alloyed internal region including the transition metal.
