Embodiments of this application provide a heat dissipation apparatus and a vehicle. The heat dissipation apparatus includes: a liquid storage tank, a liquid pump, a first heat exchanger, and a second heat exchanger that are sequentially connected through pipelines, and a heat dissipation fan. The liquid storage tank is configured to store liquid coolant. The liquid pump is configured to extract the liquid coolant from the liquid storage tank, and pressurize the liquid coolant, to enable the liquid coolant to circulate sequentially along the liquid storage tank, the first heat exchanger, and the second heat exchanger. The first heat exchanger is configured to be in contact with a heat source, absorb heat from the heat source, and transfer the heat to the liquid coolant. The heat dissipation fan is configured to generate cooling air for the second heat exchanger, to accelerate air flow around the second heat exchanger. The second heat exchanger is configured to absorb heat from the liquid coolant, and volatilize the heat into air. The heat dissipation apparatus may be configured to dissipate heat for an autonomous driving computing platform of the vehicle. The heat dissipation fan of the heat dissipation apparatus may be installed outside the vehicle, and occupies small vehicle space. This facilitates installation of the autonomous driving computing platform inside the vehicle, and does not affect an NVH indicator of the vehicle.
