The start control unit 101 is configured to: determine whether the engine may be eventually disenabled to be started, based on a state of a hybrid vehicle 1; perform an HEV start process of starting the engine to thereafter start the high-voltage system if it determines that the engine may be eventually disenabled to be started; and perform an EV start process of starting the high-voltage system without starting the engine unless it determines that the engine may be eventually disenabled to be started.",
