This application discloses a map generation method and apparatus, and a map using method and apparatus. The map generation method includes: generating a map, where the map includes location information of a first event and location reference information of the first event, the location information is used to indicate a location at which the first event occurs, and the location reference information is used to indicate a location reference manner on which the location information is based; and sending the map. A method for sending the location information of the first event and the location reference information of the first event can be used to indicate different expressions of the location information of the first event, thereby improving flexibility and compatibility of expressing an event on a map.
