An actuator for adjusting a display terminal and a vehicle are provided. The actuator includes: a mounting unit (10), the mounting unit (10) includes a rotating turntable (13) and a mounting shaft (15), one end of the rotating turntable (13) is configured to mount the display terminal (200), another end of the rotating turntable is fixedly connected to the mounting shaft (15); a drive unit (30), the drive unit (30) is configured to drive the mounting unit to rotate; and an elastic member (40), the elastic member is sleeved on the mounting shaft, and one end of the elastic member abuts to the axial limiting member (42), and the other end of the elastic member abuts to the housing of the drive unit.
