Disclosed herein are a thermal composite lamination device and a thermal composite lamination method. The device comprises a first rolling mechanism, a second rolling mechanism, a main conveying mechanism, a first conveying mechanism, a heating and conveying mechanism, and a second conveying mechanism. The main conveying mechanism is configured to convey paired membranes along a preset trajectory, so that the paired membranes sequentially pass through the first rolling mechanism and the second rolling mechanism. The first conveying mechanism is configured to feed, into the first rolling mechanism, a first electrode plate which is preheated and has a preset size, and clamp the first electrode plate between the paired membranes. The heating and conveying mechanism is provided between the first rolling mechanism and the second rolling mechanism, and is configured to compound the paired membranes and the first electrode plate into an intermediate composite. The second conveying mechanism is configured to feed, into the second rolling mechanism, a second electrode plate which is preheated and has a preset size, and enable the second electrode plate to be located on an outer side of the paired membranes. The second rolling mechanism is configured to press the second electrode plate and the intermediate composite into a material strip.
