The method further includes generating an energy usage forecast (114) for the energy loads (160) over the predetermined time duration; and based at least in part on a determination that the energy usage forecast (114) exceeds the energy budget (112), generating an energy usage reduction plan (118). The energy usage reduction plan (118) includes instructions operable to control one or more of the energy loads (160) such that an actual total energy usage by the energy loads (160) over the predetermined time duration does not exceed the energy budget (112). The energy loads (160) include the HVAC system (160A).",
