A battery protecting device and method according to embodiments of the present invention may identify accumulated charging time period of charging current applied to the battery cell and determine whether to permanently block charging and discharging of the battery cell by comparing the accumulated charging time period with a predetermined threshold time period, thereby preventing battery cell ignition due to lithium plating occurring in the battery cell caused from charging current.
