The system includes a processing device in communication with the at least one sensor and configured to execute instructions stored in a memory to perform operations including detecting a secondary vehicle located around or proximate the vehicle. The operations include determining if a driver of the secondary vehicle is incapacitated based on detection of at least one of a driver characteristic associated with the driver, or a vehicle characteristic associated with the secondary vehicle. If the driver of the secondary vehicle is determined to be incapacitated, the operations include adjusting operation of the vehicle into a safety operation mode.",
