The pre-coating of the metal bipolar plate includes an intermediate layer disposed on the metal substrate, in which the intermediate layer includes transition metal carbide; and a surface conductive layer disposed on the intermediate layer, in which the surface conductive layer includes a graphite layer, and a thickness of the surface conductive layer is in a range of 0.2 μm to 1.0 μm. The pre-coating of the metal bipolar plate can have improved corrosion resistance and electrical conductivity, thereby being applied to the metal bipolar plate and the method of producing the same.",
