A heat transfer suppression sheet contains: a first inorganic particle (1); a resin binder (6); and an organic fiber (3), in which the organic fiber (3) has a glass transition point higher than a glass transition point of the resin binder (6). In addition, at least a part of the organic fiber (3) is fused each other to form a three-dimensional framework (8), and a resin binder (9) is fused to a part of the framework (8) and at least a part of the first inorganic particle (1), and at least a part of the first inorganic particle (1) adhere to the framework (8).",
