A shovel includes a boom (4), a rotating upper body (2) that supports the boom (4), a diesel engine (8) mounted on the rotating upper body (2), a cab (3) mounted on the rotating upper body (2), a rotating frame (14) mounted on the rotating upper body (2), a fuel tank (19) mounted on the rotating frame (14), a urea water tank (20), placed near the fuel tank (19) on the rotating frame (14), that stores urea water, and a stair system (30) that includes a plurality of tread board portions (44, 45) and a plurality of riser board portions (48, 49, 50), wherein the urea water tank 20 is placed in a space formed under the stair system (30), and wherein one of the riser board portions (49) that faces a liquid inlet (22) of the urea water tank (20) includes a door capable of being opened and closed.
