The present invention pertains to a combustion device and a fuel cell system in which a failure in a control device is detected and upon such failure detection, a fuel cut-off valve can be surely closed. Each of the safety control portions 15b1 and 15b2 includes the error detecting portion (steps S104 to S126) which can detect own abnormality and abnormality of other safety control portions 15b1 and 15b2, and the fuel shutoff control portion (step S130) which shuts off the supply of a fuel by driving the power source shutoff device 15f so as to shut off the supply of a power source voltage to the fuel shutoff valves 11a1a and 11a1b in a case where abnormality is detected by the error detecting portion.
