The first communication unit (154) is configured to perform wireless communication with the gateway device (120) by a first communication scheme, when the cell monitoring device (150) is in an active mode, and to perform wireless communication with the gateway device (120) by a second communication scheme different from the first communication scheme, when the cell monitoring device (150) is in a sleep mode.",
