The metal is at least one of platinum and a platinum alloy, a specific surface area of the carbon support is 250 m/g-carbon or more and 338 m/g-carbon or less, and an area of the micropore of the carbon support is 48 m/g-carbon or more and 74 m/g-carbon or less.
