An elastic sealing member (80) is sandwiched in a compressed state between an end surface of the flange portion (62) of the cylinder (60) and an end surface of the piston (70). An urging body (90) is disposed in a region in the cylinder (60) on a side of the piston (70) opposite to a passage (12) and applies urging force to move the piston (70) toward the passage (12) and compress the elastic sealing member (80).",
