An internal combustion engine is equipped with an intake camshaft (41) and a valve timing adjustment device (60). The intake camshaft (41) has an intra-axial oil channel (411), and an outflow hole (412) that causes hydraulic oil in the intra-axial oil channel (411) to flow out toward an intake valve (21). The valve timing adjustment device (60) discharges hydraulic oil to the intra-axial oil channel (411) in changing the valve timing. A controller (100) executes control for holding the valve timing when an execution condition including that idling operation of the internal combustion engine has continued for a predetermined time is not fulfilled, and executes fluctuation control for fluctuating the valve timing by controlling the valve timing adjustment device (60) when the aforementioned execution condition is fulfilled.
