In a case where a discharge instruction signal is not turned on and where the number of revolutions (R) sensed by the number-of-revolutions sensor (51) is not less than a specified number of revolutions (Rth), even in a case where the fuel does not need to be discharged to the outside, a controller (5) closes the first electromagnetic valve (100) in such a way that the plunger 11 compresses the fuel.",
