An internal combustion engine 1 includes a fuel injection valve 6 that injects fuel to a combustion chamber E in which a swirl flow is generated. An injection direction of an injection hole 611H injecting fuel to a region E8 of the combustion chamber E through which a swirl flow flows upward while rotating, is set inclined downward with respect to a reference direction. Injection directions of an injection hole 611C, an injection hole 611D, and an injection hole 611G are set in the same manner. An injection direction of an injection hole 611E injecting fuel to a region E6 of the combustion chamber E through which a swirl flow flows downward while rotating, is set inclined downward with respect to a reference direction. Injection directions of an injection hole 611A, an injection hole 611B, and an injection hole 611F are set in the same manner.
