Applicator tool (300) comprising a spindle (302), an applicator frame assembly (310) including a support arm assembly (312) coupled to the spindle (302), and a dolly portion (315) coupled to the support arm assembly (312), the dolly portion (315) comprising a pair of flange engagement wheels (322a, 322b) for engaging support flanges (134a, 134b) of a rail (102), a contact roller mechanism (330) for impinging a conductor (114) against an upper portion (130) of the rail (102), and a biasing member (168) coupled to the contact roller mechanism (330) and the dolly portion (315), wherein the biasing member (168) applies a force to the contact roller mechanism (330) in a direction away from the applicator frame assembly (310).
