Receiving detection results of an Analog-to-Digital converter (8), a main microcontroller (4) compares voltages of unit batteries (C 1k -C mn ) via LPFs (5) with voltages of the unit batteries (C 1k -C mn ) detected without passage through the LPFs (5) and thereby detects whether or not the LPFs (5) is in failure.
