A vehicle control system for reducing power consumption by causing individual electronic control units (ECUs) to sleep or wake up optimally, in which safety can be secured even in the event of a failure in a communication network or the ECUs, is provided. A vehicle control system 1 which includes a plurality of ECUs for exchanging information via a communication network 2 and in which the plurality of ECUs is divided into clusters, includes: a sleep/wake-up shift unit 23 which sleeps or wakes up on the basis of a sleep/wake-up request signal S1; and a sleep avoidance unit 24 which avoids continuation of sleep or shifting to sleep of the plurality of ECUs when an abnormality occurs in either the plurality of ECUs or the communication network 2.
