When a target object is made of an insulating material, a conducting wire (3) and a conductive thin film (5) are attached to a surface of the target object so as to be opposed to each other, and a pulse voltage is applied between the conducting wire and the thin film. When the target object is made of a conductive material, an insulation coated conductor (3) made of a conducting wire coated with an insulating film is attached to a surface of the target object, and a pulse voltage is applied between the target object and the conducting wire. Accordingly, surface plasma is generated along a neighborhood of the conducting wire, and an induced gas flow is generated. Since the plasma actuator is a wire plasma actuator, the plasma actuator is easily attachable to the target object at an optimum position while suppressing to the minimum degree the influence on the fluid flow in the attaching area and its neighborhood even when the target object is a three dimensional wing such as a wind power generator, aircraft or gas turbine, or an outer wall of an automobile such as truck.
