A charging system control apparatus (2000) includes a control instruction transmission unit (2020), a charging characteristic information acquisition unit (2040), and an area information acquisition unit (2060). The area information acquisition unit (2060) acquires area information indicating the time dependency of electrical power being able to be supplied to the a charging system (3000) from an external power supply (5000), and the charging characteristic information acquisition unit (2040) acquires charging characteristic information having one or more charging characteristic functions indicating the time variation of electrical power required to charge an electric vehicle (6000). The area information is determined by an area where the external power supply (5000) is located. The control instruction transmission unit (2020) selects one charging characteristic function on the basis of the area information, and sends an instruction to the charging system (3000) on the basis of the selection.
