The control means specifies, as a voltage detection period, a period over which the charge/discharge power of the battery 13 from the charge/discharge power characteristics predicted by the predicting means is equal to or less than a prescribed power over a prescribed period, and turns off the switching means and detects the open-circuit voltage during the voltage detection period.",
