A battery cover plate and a secondary battery are provided. The battery cover plate includes a cover plate body (10) provided with an electrode terminal hole (11); and an electrode terminal assembly including an electrode terminal body (30) and a limiting piece (40). The electrode terminal body (30) is inserted into the electrode terminal hole (11). The limiting piece (40) is engaged with the electrode terminal body (30) in a thickness direction of the electrode terminal body (30) to fix the limiting piece (40) made of a first material. A portion of the electrode terminal body (30) engaged with the limiting piece (40) is made of a first conductive material (31). A hardness of the first material is greater than a hardness of the first conductive material (31).
