The housing (22) is provided with an outer wall (24) provided so as to cover the outer circumferential surface of the valve stem (11). The pressing part (30) has a contact surface (31) that comes into contact with the shaft end (18). In a state before the housing (22) is fastened to the valve stem (11), in which the one end (12) of the valve stem (11) and the housing (22) are aligned in the axial direction of the valve stem (11), the distance (d11) from the seal member (37) to the one end (12) of the valve stem (11) is shorter than the distance (d12) from the contact surface (31) to the shaft end (18).",
